The focal point of headquarters for specialized skill and advice on CP operations is the International Communism Division of the Counter-Intelligence Staff (CI/ICD). Although intelligence operations involving officials of communist-bloc countries may be included in the general definition of CP operations, because most government officials of interest in communist countries are also party members, these are more properly considered Soviet or satellite operations rather than CP operations. A CIA station's approach to penetration of a communist party or of any revolutionary organization is determined by the operational environment and particularly on the measure of repression exerted against the revolutionary left.
